The timer shows how much time you have before the ghost can hunt, It will still be able to drain sanity and perform interactions but cant hunt until the timer is at 00:00
In order for the ghost to write in the journal, you have to place it down instead of just throwing it. Took me way too many hours to realize that but I hope that helps!
