Probably too late to help, but I think I might know what is wrong with chatter's voice recognition (46:49).
On PC at least, the game (spirit box etc) uses whatever mic is set as windows default microphone, whereas voice chat uses whatever mic is set under the "Audio" settings tab. If windows default mic is different than that set in game under audio, then the game won't hear you through the correct mic but other players will, or visa versa.
Why does it work like that? Who knows…
