The twins has a 50/50 chance at either being the one that hunts. Bad RNG can mean the same twin can hunt 10 times in a row or more (though unlikely, but still possible)
I still don't think your Goryo last game changed ghost room. I believe it just hung out in the hallway long enough to make it cold (orbs is the only evidence that will not follow the ghost as it roams).
