EMF Level 3 is always a throw, whereas EMF 2 can be pretty much anything except ghost events (those are Level 4), so ghosts using their abilities is on the menu for Level 2.
According to DK, the only ghosts that leave an EMF reading when using their ability are Jinn, Phantom, Poltergeist and Wraith. So I went with Poltergeist!
