Other way to identify Phantoms is the long pauses between the blinking which makes them hard to see during a hunt. They were bugged for a long time so in past games you would've had them actually roaming double the amount of other ghosts. Recently the devs finally admitted they were bugged & have now fixed their roaming as of the Nov 11th patch. So they now should rarely roam from their room. Yours here only showed up in it's room & the bathroom next door where it popped the lights.
