I think it’s funny that they have a sound for this. If you login and no one is playing, the game will tell you that no one needs your help. Now I’m certain there have been times where the population was low but I’m not sure if it’s ever been to no one playing multiplayer.
To be fair – this is from the beta or partner branch. So most of us have never heard this before.
